For my own use I prefer the GE 20/75 watt version It's not a bad trade-off considering that you get the equivalent of 75 watts for the price of 20. Another issue inherent to the technology is that CFLs color temperature generally runs much cooler ( or bluer) than the average incandescent.
As a lighting designer I personally don't like this type of lamp for all applications aesthetically I do prefer the warm glow of an incandescent lamp. However this is one of the warmest CFLs on the market and it truly does give you the brightness of a 75 watt light bulb. It is my CFL of preference in my own home.
If you are looking for energy-saving CFL that is bright enough to work by, don't hesitate to purchase the 75-watt version, it is one of the best designed CFLs on the market today. The frosted glass enclosure is fabulous and greatly reduces the harsh light typical of the bare-coil type of CFL. (I'm not sure if all the wattages of this series have the frosted enclosure, and I've not tried the 60-watt version so I can't vouch for its brightness)

This is the bulb for you if you have a lighting fixture where you don't want to see that goofy looking spiral that standard CFLs use. This is still a spiral bulb, but with a frosted glass covering the spiral. It look more like the old standard frosted edison bulb. The light color is more like the old standard frosted edison bulb as well. This 15-watt bulb is the perfect size match for the old standard edison bulb. Another reviewer here suggested that you might as well go with the 20-watt bulb, but be aware that the 20-watt bulb is much bigger than the 15-watt bulb. About an inch longer and considerably bigger around. If you go with the 20-watt bulb, you may find that it doesn't fit in your fixture or the bulb noticeably sticks out.
Yes, it takes about 15 to 30 seconds to come to full brightness but that applies to all CFL technology, not just this product item. If that's a big problem for you then try the version of this GE Covered Glass CFL Light Bulb that has a halogen element for instant brightness. (or just get over it. You'd probably find it's not really a big deal if you'd just give it a try)
